Markci Metcalf

Markci Metcalf was an Ethics Officer for the Bureau of Land Management when he first presented ethics training for the Academy. He has also partnered with BSEE, BOEM and the Departmental Ethics Office to develop training.

Over the course of his federal career, Markci worked for the Bureau of Land Management, U.S. Department of Agriculture, Natural Resources Conservation Service; the Office of the Solicitor-FOIA Appeals and Privacy Act Office, and the Office of the Solicitor-Branch of Procurement and Intellectual Property.

Throughout his career, Markci has developed a deep understanding of Federal-private partnerships and the mechanisms, e.g., grants, procurements, and cooperative agreements, for effectuating the same. Early on, a great deal of his time was spent on litigation support, statutory interpretation and tort claims.

Markci holds a B.S. in Criminal Justice from the University of Delaware, and a J.D. from The American University, Washington College of Law. 

Markci was born and raised in Delaware.  He started working before the age of 12 in trucking. At the age of 19, he spent his summers as a police dispatcher for the Dewey Beach Police Department. He later moved to the D.C. area to attend graduate school and never left. In his free time, Markci enjoys running and weightlifting, public speaking, reading, and playing keyboards.
